The Commission
The Ventura LAFCo is composed of seven voting members, with four alternate members who vote only in the absence or abstention of a voting member. Two members and one alternate member are members of the Ventura County Board of Supervisors. Two members and one alternate member are members of the city councils of the cities in Ventura County. Two members and one alternate member are members of the boards of the independent special districts in Ventura County. One member and one alternate member are members of the public at large who are not elected officials. Members are selected and appointed pursuant to the provisions of the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (California Government Code 56000 et seq.).

Conflicts of Interest
LAFCo Commissioners are subject to the Political Reform Act (California Government Code Section 81000 et seq.) and the regulations of the Fair Political Practices Commission (Title 2, Division 6 of the California Code of Regulations). Among other requirements, a Commissioner must disqualify herself or himself from voting on an entitlement for use, such as change of organization proposal, if, within the last twelve months, the Commissioner has received more than $250 in campaign contributions from an applicant or, in some instances, from an interested participant, or an agent representing the applicant or interested participant. Commissioners may also have to disqualify themselves if they have certain types of economic interests directly or indirectly involved in their decisions. Copies of Ventura LAFCo Commissioners’ Statements of Economic Interests, which are required to be filed annually in accordance with the Fair Political Practices Commission regulations, are on file and available for public inspection in the Ventura LAFCo office. More information about the Political Reform Act conflict of interest rules can be found at the Fair Political Practices Commission web site at www.fppc.ca.gov or by calling the Fair Political Practices Commission at 1-866-275-3772. Under The Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (California Government Code Section 56000 et seq.) LAFCo Commissioners representing cities and districts are not necessarily required to declare a conflict of interest and disqualify themselves from voting on proposals submitted by the city or district they represent.
