The Ventura Local Agency Formation Commission (LAFCo) was formed and operates under the provisions of state law, specifically what is now known as the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000. (California Government Code Section 56000 et seq.). State law provides for LAFCos to be formed as independent agencies in each county in California. LAFCos implement state law requirements and state and local policies relating to boundary changes for cities and most special districts, including spheres of influence, incorporations, annexations, reorganizations and other changes of organization. In this capacity the Ventura LAFCo is the boundary agency for cities and most special districts in Ventura County.
Authorities

- Establish spheres of influence – the probable physical boundaries and service area of a city or special district.
- Conduct reviews of public services and special studies.
- Initiate special district consolidations or dissolutions.
- Act on out of agency service agreements between public agencies and between public agencies and private parties.

- Preserve agricultural land resources.
- Discourage urban sprawl.
Office Location and Business Hours
The Ventura LAFCo is located at 801 S. Victoria Avenue, Suite 301, Ventura, CA 93003. The office hours are from 8:00 AM to 5:00 PM Monday through Friday, except public holidays. LAFCo is a small agency, however, and the staff is often required to be out of the office during normal business hours. At such times the office is closed. It is strongly recommended and encouraged that you first call for an appointment to make sure that someone is available to assist you. If you receive our voice mail, please leave as detailed a message as possible. We always return all calls.
Commission Meetings
The Ventura LAFCo regularly meets on the third Wednesday of each month, except in June when the meeting is on the second Wednesday and except for August and December when the Commission typically does not meet. Special meetings are scheduled as needed.
Commission Meetings are held in the Board of Supervisors Meeting Room on the Main Plaza in the Hall of Administration at the Ventura County Government Center, 800 South Victoria Avenue, Ventura, CA. Commission meetings typically start at 9:00 AM.
All meetings of the Commission are subject to the Ralph M. Brown Act (California Government Code Section 54950 et seq.). This law is commonly known as the “open meeting law.” It sets forth the requirements and restrictions governing meetings of the Commission to assure that the public has an adequate opportunity to participate.
